So what makes a PC a “Gaming PC”?

The simple answer is graphics. What does that mean? That the video can support what is presented to it. Every game has minimum requirements and recommended requirements. So not only graphics but cpu and memory as well. And lots of disk space. But back to graphics. You will see a couple of parameters for video that NEED to be there or the game will not even run. One of them is the directx version supported, the other is the graphics cards memory capacity. Just make sure the computer you have will support the games you want to run. So the best answer to what makes a gaming PC is a PC, new or used, that is “made” to run the most current games. By the way, don’t forget about cooling because gaming PC’s can generate a lot of heat!
